Video footage recorded early in the day appears to show people entering without a mask.
It was not immediately clear how many worshipers were in the synagogue, but it was said that many men, women and children were present.
The rally coincides with Rosh Hashanah, an event that some Jewish groups mark during periods of intense prayer, or the Jewish New Year.
Police are witnessing Elsternwick and the surrounding area from 4:30 am this morning.
Spokesman Victoria Police confirmed that the case was underway and that police officers were present.
“This is in progress, so there is no further information at this stage.”
On Tuesday morning, Victoria’s Prime Minister Daniel Andrews said he had never seen the footage, but urged members of the community to “do the right thing.”
“If you don’t follow these rules, you’ll have to wait longer to do what you want to do.”
In August, an engagement party in nearby St. Kirda East was attended by 69 people in violation of public health orders, turning into a Covid Superspreader event.
