It is understood the green SUV flipped on its roof and was being driven by a P-plater.
Witnesses at the scene reported hearing a loud bang as the car crashed through the barrier.
The ambulance spokeswoman confirmed it was an active incident and paramedics were responding.
A witness at the scene told NCA NewsWire the beach was “packed and all of a sudden there was a loud bang”.
“Pretty lucky no one was sunbathing in that area at the time,” the witness said.
“I don’t understand how it happened.”
